may result by having your TFTP Service/Feature turned off within windows. To enable the TFTP Service/Feature you can navigate to Control Panel\Programs\Programs and Features, click the Turn Windows features on or off button in the left pane, and scroll down to the desired service to be enable. In this case we're going to be selecting "TFTP Client", so put a check in that box, and hit ok.
